How Multi-PLMN Works
Each mobile network has a unique PLMN (Public Land Mobile Network) identifier, which consists of:
- MCC (Mobile Country Code) — the country code;
- MNC (Mobile Network Code) — the operator code.
When Multi-PLMN is used, a single base station broadcasts several PLMNs simultaneously. The smartphone analyzes the available network identifiers and selects the one that matches the subscriber’s SIM card.
Despite sharing a common radio access network (RAN), each operator continues to serve its own users through its own Core Network, billing systems, and service platforms.

Multi-PLMN vs. MORAN: What’s the Difference

Multi-PLMN (Multiple Public Land Mobile Network) is a technology in which a single base station or other radio network element can provide access to several public mobile networks (PLMNs) at the same time.
